Speaker Bio
Mr Ng Hock Keong is the Deputy Chief Executive (ICT & Digital Services) at the Central Provident Fund Board (CPFB), Singapore, where he leads enterprise-wide digital transformation to deliver citizen-centric services at national scale. He is one of the pioneers of Singapore’s e-Government services since 1997 and was the proposer and implementer of SingPass v1.0 (2002)—a foundational enabler of trusted digital access and transactions for Singapore. At CPFB, Mr Ng’s transformation agenda is anchored on service excellence, inclusive design, and frictionless self-service, across CPF’s digital ecosystem including PayNow-enabled services, CPF Mobile, and the CPF website—one of Singapore’s most heavily used public digital platforms. Under his leadership, CPFB’s citizen experience improvements have been independently recognised through major awards and benchmarks. Mr Ng is an active contributor to the CIO community and is frequently invited to share practical transformation lessons. Most recently, Mr Ng was the keynote speaker for both NCS Ignite event, as well as the AWS for Public Service Day held in Singapore. Prior to his current appointment, Mr Ng served as CPFB’s CIO (2017–2019) and held leadership roles spanning Customer Service, Enforcement, and Collections, giving him a rare end-to-end perspective across operations, service design, and digital delivery. He holds an MBA from RMIT and a BSc (Information Technology) from the National University of Singapore (NUS). For his contributions to Singapore’s ICT sector and public service, he was conferred Fellowship by the Singapore Computer Society (2024) and received the Singapore Public Service Administration awards—Bronze (2005), Silver (2011) and Silver (Star) (2024).
